BACKGROUND

INDONESIA PROJECT PROPOSAL -  JUNE 2006/7

Frances Innes is the founder of FIRST AID SERVICES WA (FASWA) way back in 1996 and she
initially intended to build the organisation up as a solely a family run outfit working in the local
community. As the demand grew for the services it slowly became aware that extra staff would
be required to assist the team face the different adverse challenge’s the new activities brought
with them. From First Aid training to having staff available at the many community event in and
around the city of Perth WA.

Prior to the establishment of FASWA Frances and some other family members had worked as
First Aid instructors on volunteer bases to the Red Cross and Royal Life Societies. Therefore,
when FASWA came on the scene in 1996 it was not long before the organisation acquired
registration and was endorsed by both societies in Australia as a professional training provider
contractor.

Throughout the trials and hard work FASWA staff have gained vast professional experience
whether it be in the classroom or in the field, whilst providing the general public, communities
and organisations with a friendly professional service.

Following the many major disasters such as the tsunami and earthquakes that continue to
cause hardship and grief to communities around our region FASWA endeavours IN 2006 and
beyond to extend an open hand by venturing out into these communities to;
Provide Emergency Response and First Aid Training Programs.



Types of Services Offered: as per Australian Red Cross Classifications & Specifications:
1.        Basic First Aid Courses
2.        Intermediate First Aid (formerly Senior First Aid Level 11)
3.        CPR Courses
4.        Oxygen Resuscitation Courses
5.        Emergency Response Team Development Training – (Australian State Emergency Standards - SES)

Aims and objectives:
  • In order to provide emergency First Aid to the community during natural disasters and to comprehend minor and major
    accidents. FASWA aims to set-up teams of well-trained First Aider’s and Emergency Response Personnel within the
    village and towns throughout the island of Bali Indonesia.

  • FASWA has identified the Red Cross Society of Indonesia to facilitate the program and will work as partners to
    implement to program

  • FASWA will focus on strengthening the capacity of organizations such as Red Cross and Red Crescent in the target
    geographic areas indicated below.

  • The program will be based on ongoing training needs assessments in accordance with guidelines laid down by the
    Red Cross/Red Crescent societies and with regards to qualification updating.

  • FASWA will reach out to both genders within the communities and aims to be ethnic sensitive in its approach.

Beneficiaries:
  • The main beneficiaries of FASWA are the traditionally less advantaged sections of communities in the selected
    geographic area.
  • The FASWA approach recognises that supportable benefits will occur when the community empowerment is given
    priority along with the attainment of practical community needs.
  • The capacity building component will be integrally linked with the First Aid program. Particular attention will be given to
    gender and poverty stricken peoples that is ensuring that each project supported activity is based on an in depth
    community participation.
  • Total number of anticipated trainee’s 1,644 or sixteen hundred and forty four persons
  • Approximate number of beneficiary’s 127,000 or one hundred and twenty seven thousand persons covered for
    emergency First Aid assistance within the communities.

Capacity building and support:
In practise the capacity building program will be integrally linked with the grants program. It will focus on strengthening the
capacity of donor agency in the target geographic areas. The program will be based on ongoing training needs
assessments as per Australian requirements up-dated and recorded regularly.

Project funding target area:
20% of the budget will go to training of local instructors and external monitoring of the pilot project.

80% of the budget will be consumed within 4 targeted areas in four districts in east/west Bali namely as follows The
remaining of the grant allocation will be available to train-up rural communities key figures outside this geographical focus:

1.        Sanur District        2.        Ubud District        3.        CakIk District        4.        Kuta District

Local Training and monitoring:
  • FASWA has identified four usages for the provision of funding for First Aid training and Emergency Response
    awareness programs:

  • Part of the funding will be used for recruiting first aid examiners. At the same time FASWA will continuing to utilize the
    current external first aid training provider, but to increase the number of yearly courses.

  • Funding will be made available, in particular to train three clerical assistants plus support and administration
    personnel, as well as to provide a greater number of training courses within the community. (Reason for three instead
    of four Kuta and Sanur districts is not to far from each other and the one cleric could implement the work at ease).

  • Four additional specialist member of staff could be recruited to solely undertake first aid training and administration,
    to meet the demands for First Aid training not only within the community, but also on a fee charging basis for outside
    organizations.

  • During and after the project duration FASWA monitors activities to ensure that the trained local partners maintain the
    same International standard of training across the board.

FASWA would be responsible for:
  • Financial management – training program – in-country supervision – donor reporting and monitoring
  • Notification of courses to participants within community and organizations
  • Training and examining of candidates and issuing of First Aid certificates
  • Keeping of records for monitoring and inspections
  • Administration of courses including supply of First Aid manual, handouts, provision of tea, coffee etc.
  • Advising local community on types of medicines for First Aid kits
  • Advising on expiration and maintenance of First Aid kits
  • The maintenance of a database of regional First Aiders and First Aid training
  • FASWA will assess the need for First Aid cover across the project geographical area from applications and
    organization and community leaders after requests for training.

Pilot project:
  • Forecast annual cost in provision of First Aid Training by FASWA of a local community comprising of up to four
    hundred persons inside of the boundaries of identified rural region of Bali.

  • FASWA will approach local community leaders in rural areas within the scope and capacity of the funding made
    available by the donor agency for a pilot project, to offer First Aid course to teachers, local officials and students and
    other

Training of Instructors: 11 persons in the following courses;
Basic First Aid Course/CPR/Senior First Aid Courses/Oxygen Resuscitation Courses: 2 months training by overseas
experts cost breakdown – 11 persons by two trainers @ $ 350.00 each = $ 3,850.00 total followed by on the job training
with overseas experts.

School Students participants:
25 Basic First Aid Courses = 25 x 16 persons per course approx 400 persons @ $85.00 each = $34,000

Local Community Contribution:
  • Prior to FASWA starting work in will ensure that the rural village community will promise to provide a free local
    contribution during the period training of the program as follows;
  • Provision of free facility such as training hall or community building, school classroom etc.
  • Taking into account that most of the program will be run at village level and in order for the courses to run smoothly, the
    community would made available all necessary basic food and accommodation to overseas trainers during the period
    of the program or as required.
  • Provision of free security to instructors and participants within the boundaries of the community
  • Assist International instructors in getting any necessary work permits of tariffs to carry-out his/her work or monitor
    project activities, etc.
